Radical Muslims recruit Muslims to be radical Muslims. They use all of the same tactics that extremist groups and cults have been using for thousands of years.
Extremist Muslims don't recruit non-Muslims to be Muslims. I looked it up and a handful of Muslim groups do recruit- most notably the Nation of Islam. The large majority of mainstream sects do not. But Deal said that recruitment is "fundamental" to all religions, and I pointed out that it's not.
