These things always get overturned in appeals. There's too much at stake. it's not just uber/lyft. It's also the whole food delivery sector that needs these independent contractors to keep costs down. Way too much VC money in Silicon Valley relies on the "gig economy"
And that's really the issue here.
There are plenty of flaws in the business model of Uber/Lyft, some of which put passengers in danger, but there isn't enough force to get this stuff reformed because of powerful interests on their behalf.
