only the fact that he made his gun automatic was banned. he could have done just as much (or nearly as much damage) if he left it semi-automatic. (see the 100 people shot at pulse night club for example)

If it's just the bump-stocks then they are perfectly legal to buy and use.

In this case unmodified semi-automatics would have done significantly less damage. He was basically shooting fish in barrel so his only limitation was rate of fire. Though as Adamantium said it's usually not practical to use "automatic" fire with assault rifles in most situations.

i agree there would have been less damage, but again, look at other mass casualty situstions like pulse night club and you see that you can still shoot a ton of people pretty easily
