In this case unmodified semi-automatics would have done significantly less damage. He was basically shooting fish in barrel so his only limitation was rate of fire. Though as Adamantium said it's usually not practical to use "automatic" fire with assault rifles in most situations.
apparently these are completely legal to buy (and cheap), can turn a semi-automatic assault rifle capable of shooting 50 shots a minute, into something that shoots 400-800 shots a minute.
so basically, it's a completely legal loophole to the machine gun ban and is apparently what the mandalay bay shooter used.
