Speaking in a strictly literal sense, assault rifles are not legal for the general public to own in the United States without being cleared by the ATF for a class 3 license(which require extensive background checks). Assault weapons are defined as firearms capable of fully automatic or burst fire modes. An over the counter AR-15 or AK47 sold to the general public in the United States is not capable of this. Truth be told, a well practiced shooter can put out a high volume of accurate fire with a lever action rifle if he or she so chose to do.
