Yes, I've seen the abortion theory about the reduction in violent crime starting in 1992. It's possible that has something to do with it. However, you can't discount the aggressive policing and heavy police presence starting in those years which really cleaned up a lot of areas.
When would you have rather walked around in Times Square? 2000 or 1990?
