Just because either candidate is leading doesn't even mean they are favored if their opponents strongholds throughout the state haven't been counted. In Washington, state races always seem like Republican runaways until the heavily populated and democrat leaning King County, which includes Seattle, is counted. It's exactly how they fucked up Florida in 2000.
That's part of what is used to calculate how they "call" elections, and they have gotten more careful about it since the colossal fail in 2000.

Still not a perfect process, but a lot more accurate than it used to be just 12 years ago.
