The filibuster isn't in the Constitution and has been evolving ever since it came about. It used to require 2/3rds to stop until the 1950s, now it only requires 3/5ths. Whoever was doing the filibustering used to have to actually stand in the Senate chamber and talk until they collapsed, now all they have to do is say "I'm filibustering" then they can go smoke a bowl and laugh about how they blocked yet another piece of legislation.
The Republicans turned it into a tool to put the Senate on complete lockdown and the government can't function that way. When it suits them to get rid of it they will, and already have in part. And it's not only the filibuster. In the past 2-3 decades the Republicans have taken a blowtorch to every rule or tradition that got in their way. Fuck em.
