The implied message was that Scooter was too smart for his own good, and thus worked out all the different ways police might catch him except the most obvious and most likely way- by busting someone he knew, who would then rat him out. Scooter can't help having lots of friends, so obviously doing what he was doing would catch up with him, thus taking up tomato farming was his best option. It's also where he got the saying "but I'm not farming tomato's" or whatever incarnation of the phrase he's used.
