and again he operates in total disregard of the written ones as well, and it isnt conjecture; tillerson himself has been vocal about how trump would routinely request laws be broken outright because he doesnt really understand what a law is by all appearances. evidence of which being that when tillerson literally said 'no because thats illegal but i can get that law changed for you if you want so we can do this' trump would actually have a tantrum and send him away because he didnt get a yes.
