What it should tell you is that under these current conditions, you can expect crime to continue to rise, and no real way to effectively "turn back the clock".
The new rules are here. The criminals are taking full advantage, and the police are going to do only what they are required to do and nothing more, while trying to make it home alive at the end of the day. When they finally give up and/or quit, the next applicants for this job will be filled with folks less experienced, not as educated (those people dont want this job anymore) and you get lower quality people armed with guns, more prone to making mistakes, and the cycle will get worse.

Perhaps before civil rights of citizens the cops didnt like weren't worth spit. But unless they have *reasonable* suspicious of a crime being committed -- and merely meeting at the entrance to an alley is NOT a crime -- the cops who followed your prescription rightly would be subject to a harassment charge.
"scared" is not the correct word. They dont want to get in trouble for doing things that they cant do anymore, or arent supposed to do anymore under the new rules. They used to get aggressive and try to stop people from selling drugs, and stop people for minor traffic violations, and break up gatherings on corners where known drug dealers would hang out. Why the fuck should they do that anymore, when lawyers will now sue them, and their bosses wont back them? Fuck that. You put a system in place, now you get to fucking live with it. They arent going to do the city's dirtywork, and then get sued and lose everything because corrupt politicians and shitty police bosses want to get cushy jobs at the top and then place all the blame on the lowly cops, trying to protect people.
You will now get cops who respond to calls, and carefully follow their rules, as have been set forth by the ACLU and head of police, and the reverends, and civil leaders. If you want them to go back to tough policing, it will take a fucking miracle at this point, and require Republican leadership, booting out the ACLU, telling the shitty lawfirms to fuck off, telling Jesse and Sharpton to eat dicks and essentially, educating the public on how they were doing just fine before, had it not been for a small segment of the community and a small handful of shitty cops, (and some very biased media who need you to watch their shitty channels and read their shitty websites), and to let the cops be cops and protect people by coming down hard in the violent communities.
Good luck getting to that point. Chicago will burn first. Its the largest city right now in the US where they have the most people moving and getting the fuck outta dodge.
An article in US News, which also ran in today's LA Times, seems to agree that Chicago's cops are being cautious, and for that reason, gang violence with increased shooting deaths is up significantly the last two years.

to make things worse, the blacks high up in political power, are stating that the jails are too full of blacks, so they are opening up the prisons/jails and letting people go. Most of the cops that were shot last month were shot by thugs who may have only served 20% of their terms.
Look at the article above, and read at the bottom how many times that one guy has been arrested, and look at the far right to see what happened to his charges.

Even after 40 arrests, he was sentenced in Jan of 2012 to FOUR YEARS, which meant he should have gotten out in Jan of 2016. However, when the cops were trying to arrest him last month, he was fighting a felony drug case after his arrest last year on the South Side while in possession of 37 Ecstasy pills, police said. SO, he was let out early from the four year sentence, and got arrested AGAIN and was trying to fight THAT case. <sigh>
