    I didn't see any cops get shot or threatened... so no? I guess you can arrest them for disturbing the peace? They actually followed the officers orders... I wish they wouldn't behave that way, but your "other side of this" is some guys calling a cop a bitch and moving to the other side of the street when the cop tells them to? That's the equivalent to shooting someone 16 times? Would you kill someone because they called u a bitch.... how is this the "other side" to killing minorities?

    But, by Killing Minorities, do you mean when they shoot and kill MINORITIES that are breaking the law?



    Are you suggesting that they start killing other people like whites, indians, mexicans, polish, russians, etc because (insert reason here)

    or, maybe its just the statistical fact that minorities seem to be the ones breaking the laws the most (which is a fact) and that the minorities are the ones fighting with police, ignoring their commands to stop and drop their weapons?


    If you are also arguing that police are killing "UNARMED" people, so you also realize that (see the example from a week ago in Las Vegas) when an officer tells someone to drop their weapon (this is assuming the cops feel that the person is armed) and that person DOES NOT DROP whatever is in their hand, and intentionally does not drop it or show their object/weapon to the police, so the cop cant see what it is), and the person gets shot and killed, its filed as if they were "Unarmed".

    Do you know how often THAT happens?

    Do you know how often people intentionally try to get shot? Suicide by cop.


    You cant just say Stop killing minorities, as if they are all out for a weekend trip to go shoot people. If minorities are doing the crimes, they are the ones that will be shot and killed if the situation calls for it.

    Now, if you are asking for police to not be so quick to pull the trigger, when confronted by a minority with a weapon, vs a white guy with a weapon, it also brings into play the propensity for blacks vs whites to actually pull the trigger and shoot at someone. If a cop is in an area where minorities seem to shoot carelessly at people, vs a cop walking down the street and mayberry whitebread USA and they both encounter a guy with a gun, the cop may assess that the white will likely just be acting a bit crazy and not truly violent. A black, in a ghetto, where violence takes place constantly, will be judged differently.

    Why are the cops not storming in and blowing up all the morons in Oregon right now? Well, they are armed....but they are in a remote area, and are they truly the types to just go bat shit and start shooting at police once they show up? Versus, minorities armed to the gills with semi-automatics, in a neighborhood, walking down the street? Are other people's lives in danger?


    I agree with Gallo that cops are treating some minorities poorly. They are quite likely treating people in the rough hoods of Chicago like shit.

    Well, what is the solution?

    1. Stop hassling people in those areas
    2. Dont profile or pull people over for things considered minor violation
    3. Dont approach people and question and frisk them



    Wouldnt you agree that those things would help the people in those areas have more respect for the police?

    By the way, that last part of what I typed is EXACTLY what is happening right now.


    Homicides are way up and are on a frightening pace. Tickets are WAAAAYYY down. Judges arent even sending people to jail...hell, they arent even seeing the court case. They are taking payments for the crimes and then letting people back out onto the street. (get to this in a second). The jails are actually emptying out. Police are no longer proactively policing, because the "public" is essentially calling for that.

    Robberies are way up. Double in some areas.


    Do you know that two kids tried to rob a liquor store the other day, and someone working at the store (reportedly an iraqi vet) pulled a gun and shot and killed them both. His right to defend. Would you believe that people were actually yelling at the police for not being there to stop the robbery?!!! How fucking absurd is that.

    "Hey, you fucking pig....why didnt you look into your crystal ball and know that someone was about to rob this store?!!...He didnt have to die? You could have just arrested him!"

    Here is a comment from someone who allegedly works at Cook County Jail: EM is electronic monitoring (ankle bracelets)

    I work at Cook County Jail. Three Years ago we Averaged 250 Inmates new everyday. Last year we Averaged 175 Inmates Everyday. The last 6 Months that amount of Inmates taken in everyday averaged about 60 to 80 inmates a day. We have Closed Div 4. Div 5. Div 2 Dorm 3. And as of Feb 07. 2016 We are Closing Div 1. We have over 3500 Inmates on EM. Tom Dart is all about putting inmates on EM. We have about 275 Inmates that Violated EM and cant be Located.


    so, they are arresting fewer people, they are using electronic monitoring, and that means more criminals are likely still out there, AND the ones who were given a chance with EM, arent reporting in and are floating around out there somewhere.



    What will satisfy those people who say we are shooting too many minorities?....

    IMO, we have had decades of people interpreting our "right to bear arms" as "Everyone should be able to buy guns, no matter what they are and what kind of damage they do". You then have massive groups lobbying for their right to have them. This was good 200-300 years ago, but not now.

    There are so many guns out there now, that, well...what the hell do you do to bring them all back in?


    I personally have no idea why so many people need/want guns. Its too much. However, in Chicago, I would bet that gun sales are way up, in some cases, due to less policing and more violent people out there.

    1. CPD ends up getting equipment many times from businesses where a former cop or city official is now a spokesman or paid consultant for that company. #kickbacks

    2. The equipment is often times, cheap.

    3. The cameras on the car save to a Hard Drive kept in the trunk, and every shift, you have to remove the hd, bring it into the station, and someone has to upload the data. I do not believe that at any point, an officer does this. Its someone else, like IPRA, to assure that there are no improprieties.

    4. HD's and Camera's can vibrate heavily while in the car, as these cars are often in high pursuit and/or driving up curbs and hitting potholes. These are cheap pieces of plastic and wires.

    5. The City had a contract with that company that, I believe, ended in 2012. The City has a habit, based on how currently fucked financially they are, of not paying for services. Their contract ended several years ago. During that time of the contract, they had a contract for service/repairs. Occasionally, someone would have to come out to try to fix the equipment, however, if its not working, the cops still go out on the street in those cars. They are to report if the equipment is working or not, and after that, its out of the officer's hands. Cameras would go inoperable for months. Not much the cop can do.

    6. Audio recordings. The officers were occasionally equipped with audio recorders/microphones that attach to their uniform (there is some type of charging mechanism that is on the center console). **the following is how it was explained to me** Lets say its exactly 10:00pm. The officers get a call from dispatch telling them about something they need to go to. They immediately turn on the lights on their car, and at that very moment, the audio/cameras begin recording. It is saving, to the HD in the trunk, everything from 9:59 forward. This means, that the cops were being recorded the entire time. It also means that, in the event, the cop said something personal (called his wife, his doctor, friends, etc) or said something that was private to his partner, its now on the HD and can be used against him in random ways and is also a potential violation of their privacy. The CPD/FOP has a contract that states that they will not be recorded in their car while not on a call (its fuzzy here...I dont know the full details), but that they are being told that they wont be recorded. The fact that the audio is captured at 9:59 proves that this is a lie, as its always recording. Many times, officers therefore, in order to assure that they are not being recorded, will remove the microphones and stick them in their glove compartments, so they can make personal calls, or do whatever they are doing in their cars. Once the call starts, they (hopefully) put their mics back on, turn on the lights, and proceed to their call. Keep in mind how often then, guys are taking off/putting on the mics. There is a good chance that they will accidentally break them through heavy use. They also have so much gear on that things will break just by getting in/out of the car as often every day as they do. Its a matter of their union negotiating for something, conceding something for that, and then being lied to and them continuing to be recorded. They are upset about it, and will probably continue to remove mics during private conversations, unless someone figures a way to fix their contract dispute. The officers would be disciplined if they were intentionally damaging these items. Will some of them do that? I would say, statistically, yes. The author would like you to believe that 80% of the time, the officers are destroying their equipment to hide things. You can make your own conclusions. Cheap gear, gets bounced around and abused daily. Its going to break. They report it and wait for someone to fix it, by a company that hasnt been paid by the city for years.

    7. Broken equipment. Getting back to the contract that expired in 2012. The city didnt pay that company, so equipment has been broken for quite a while. Since the LaQuan 16 shots incident, The City (Rahm) approved paying that company around $1 mil. This, combined with the fact that the ACLU/Aldermen demanded a law requiring the CPD to now do extra paperwork (that is a duplication of already existing work, and way more time consuming), where lawyers go through every piece of paperwork looking for errors (which could result in suspensions/firings), and other laws, the police are now not going out on calls until their equipment is in perfect working order. There have been times where the technician has been called to a station multiple times in one day to fix random camera/mic issues. This means reduced cars/cops on patrol, however, a large majority of the vehicles are now equipped with working mics/cameras. The officers now have working gear on a majority of the vehicles (guessing 70% of police cars now have cameras/mics). They will be rolling out body cams to all the areas (the city of Chicago is broken up into 25 districts). I believe around 4-6 have them now, with more coming very soon. I have a great feeling, that if they can get this program working properly, that it will greatly reduce any claims of police abuse/improprieties, along with a drastic reduction in the amount of complaints made against police.


    The author gets creative, as he always does with CPD themed stories, when he reports on these issues. You wont read his articles unless he grabs you with the sensationalism.


    TL/DR

    Cheap equipment breaks
    Stop recording private convos
    City needs to pay their bills
    Most equipment is now fixed

    Oregon Cop Rams, Kicks Biker, Is Nailed
    Didn’t know he had a dashcam.

    When Oregon State Police Captain Rob Edwards decided to ram a stopped motorcyclist he estimated had been going 100 miles per hour with his patrol car and then kick him to the ground with his gun drawn he didn’t know the whole escapade was being captured via his car’s dashcam. The biker, Justin Wilkens, has said he had no idea he was being chased, as he couldn’t see the unmarked car’s grille lights or hear the siren inside his helmet.

    After being bumped from his bike, Wilkens stands up and raises his arms, asking, according to a lawsuit he filed, “What did I do?”

    Edwards, who says he was “frustrated,” then enters the frame, gun at Wilkens’s head, and kicks him in the chest. Ultimately, the encounter left the hapless motorcyclist with a broken collarbone and ribs, requiring a plate and screws to repair.

    Last week a U.S. District Court jury in Eugene, Oregon, awarded Wilkens $180,000 for economic and punitive damages, though they did not find that the 41-year-old suffered any harm from having the gun pointed at him. Watch the whole encounter above.

    Gallo and I watched that video the other day.

    Motorcyclist broke a few laws. Endangered drivers too with his lane changing and weaving inbetween cars. He should have received many tickets/violations/fines, etc.


    No fucking clue what the cop was thinking when he kicked him. He should be heavily punished. The bumping the back tire, I could almost be convinced that he did that to prevent the guy from taking off again, if he felt that the guy was purposely trying to evade him, but Im not really buying it. He should no longer be a cop. He snapped.

    "A DNAinfo Chicago review of city records revealed the extended warranty on the city's original $12.5 million contract for COBAN dashcams (a contract that guaranteed keeping the in-car video systems in working order) expired in September 2012.

    It's unclear whether the expired warranty contributed to what police called a "high number" of malfunctioning cameras, including many that fail to record audio.

    Public records show Mayor Rahm Emanuel signed a new $1 million deal with COBAN to fix broken in-car systems on Dec. 3, 2014. That was more than two years after the warranty expired and about six weeks after Laquan was killed."



    So, the microphones/cameras had plenty of issues WHILE they had a contract with that company, and it took months for their technicians to come out and service them, the contract ran out at the end of 2012, and Rahm didnt sign another contract until late 2014 with them again. Im sure there was a pretty high chance of them having tons of issues over a two year period where they tried to get you (without a contract) to come back out and fix shit.



    Here is a real gem of a sentence from his article:

    "In fact, 80 percent of the Chicago Police Department's 850 dashcam video systems don't record audio due to "to operator error or in some cases intentional destruction" by officers, according to a review by the Police Department."

    If you then go to his latest article, and take a look at the service records of the microphones/audio equipment that they filed the FOIA request for, it shows the service records. I dont see OPERATOR ERROR listed, but I see all kinds of errors with the equipment like: Disc boot error, re-imaging, HD full, Mics not synched, Configuration issue, Monitor not working, Reformatted, etc. This fucknut of a writer writes OPERATOR error as if the cops dont know how to use their microphones. You can read some of the pages in the link to see what is in the reports. He is trying to make it seem like ALL COPS SABOTAGE THEIR EQUIPMENT. OMG!! SCANDAL!!. Pathetic.     So, the cop reports the system as broken, and it took 3 fucking months for someone to fix it and get it working again, but you want to blame the cop?.....dopes.
