You do know that ISIS was born out of the hideous decision to invade Iraq? Which was a call made by your boy Bush.
And funding for Syria and Libya?
Those countries were never funded in the first place as they are both sworn enemies of America and the West in general.
But Libya I think recently became eligible for funding after the downfall of Gaddafi. But there are so many different factions fighting for power within Libya that funding those, who even claim to be against ISIS, are a risky bet... Because nobody is quite sure of the long term intentions of anybody in that country.
As for Syria, the US recently wanted to attack Syrian troops, and were pretty much on the verge of doing so.. But it has since turned out that Attacking Bashar al-Assad would in fact be a great help to ISIS, who are heavily infiltrated within the Syrian rebels.
So funding anybody in that mess of a country would also be a mistake.
On a final note. It's the flag waving, Fox News loving, clueless, fat Yanks like yourself, that has most of the civilized world sneering in your direction.
