Good point. My only argument would be that, again, being a marathon, there were plenty of trained medical professionals on-hand. Obviously they were probably expecting to only have to help with exhaustion/dehydration issues, but they were there. It seems multiple more devices were found that did not go off. The bomb squad set one off in a controlled explosion close to the library, across the street from the first explosion.
