I really don't know if the entire premise of herd immunity is true.
These who have had COVID are not guaranteed immunity. But I am quite sure if you've had it once your immune system should not struggle to beat it off a second or third time.
And if it mutates considerably like the flu you might even lose this effect.
So the entire argument for herd immunity might be a huge assumption.
It was pretty common that at the early stages no one really knew how much you needed to protect the elderly. Likely everyone will do better if there's a second wave.
Migrant population generally lives in more crowded circumstances. I don't know what their current refugee center situation is but they aren't really big on assimilating migrants. So migrants tend to live on their own lower income housing projects.
Sweden did have a bunch of regulations that they followed regarding social distancing. Dunno what their mask rules were.
Sometime around mid-March might have been the earliest realistic time to do that. Still most countries were on their own BS. EU was going trough Brexit. Likely half the countries just assumed they were fine. Block a few flights and it's just another swine/bird flu.
We don't really function that well globally with anything mildly unprecedented.
