Saying you can afford to do something, then actually doing it are two different matters. I can afford to remodel my kitchen, and it drives my wife nuts I never do it. My guess is the store never gets rebuilt. For the sole fact big box stores in cities are rarely profitable and difficult to staff. You might see a new store open in light of the riots, but it will be well outside city limits.
