However, the point is moot because there's zero point zero reason to enact climate change related environmental laws unless you get buyin from China. Otherwise you're just handicapping US competitiveness and doing little for the environment other than feeling good about yourself.
It's like being in a noisy room which you need to make quiet, but you can only convince half the people in the room to be silent, while the other half is ignoring you and repeatedly screaming. Even if the "good" half is whisper quiet, it won't come close to achieving what you need.

The whole 'i'm not sure it's caused by humans' is just a way for people who actually think "I don't want to do anything about it" to rationalize it to themselves or others. It's possible you're right and it's too late, so we're just wasting the good days that are left. Still though, it's messed up to argue that 'maybe it's just not caused by humans'.

Believe it or not, the IRS won't take a position whether or not this constitutes criminal activity. I agree that it should be some sort of privacy violation, though not rising to the level of identity theft (because there is no intention to steal anything or establish credit under someone else's name).
I don't blame her for doing this to her grandson. She was letting him live there, he was probably a big time deadbeat and stiffing her, and I'm sure he was using the coronavirus as the latest excuse. He likely wouldn't even have been living there if she hadn't allowed it because of their relationship. So I'm guessing she knew he was going to lie about the check and claim poverty again for the back April rent, so she looked it up first before even asking him. If you're doing a financial favor for a family member or close friend, and you think they're selfishly screwing you regarding payback, I don't feel it's wrong to look something like this up. You shouldn't do this to strangers, acquaintances, or business associates, but someone close to you who owes you money is a different story.
On a side note, the guy has taken down his super-radical website since provocative anti-Antifa journalist Andy Ngo exposed the situation, and linked people to some of the less-than-noble things done by the "Cascadian Resistance".
