So I think it's likely this was reported much after the fact -- that the alleged incident took place well before September 2016.

This probably would not have been pursued at all of the girls were 16+ at the time, given that there seems to be no allegations of physical contact or attempted coercion, and since the alleged incident occurred in Ray's own home.
