Good old Chester. The east side has always been bad, probably even before the 50's. I try telling people out here how the ghettos out here don't have shit on the north east. They just don't get it. Until you roll through a place like Chester, especially at night, you don't know ghetto. I had a couple friends killed up there during the late 80's. Both of them tried the old "take a taste, grab the bag and bail" routine, and got shot in the process. One in the head and one through the back window of his car, through the seat and into his lung. They found him slumped over the wheel the next morning. Both cases no one was arrested. Another friend of mine got shot through the side when he ripped off a dealer in an alley. He was such a fiend that while driving to the hospital he pulled over to smoke (he was into crack). This same guy is now a family man with a good job and good life. There is hope for people like Heeb after all.
Funny tidbit about Chester... Harrah's built a casino there because there actually is some decent waterfront property on the outskirts. They bragged about how they were going to revitalize Chester and create jobs. That was until they realized that over 75% of the applicants from Chester had a criminal background. So basically now that Harrah's is filled with people working there that are from everywhere but Chester. The thing about Chester is it's just not a couple blocks, or even a section of a city... It's pretty much an entire town that is just straight ghetto.
