If somehow they could get it done in federal court, they might have a shot, though honestly I don't see them as liable. It is unreasonable to believe that a large hotel has to monitor the movements of thousands of guests. I suppose there could be a small amount of liability in letting him check in under someone else's name, but that really wasn't a factor anyway. He could have checked in under his own name and accomplished the same thing.

Thank you, I have been listening to the PodCast for a bit when I am traveling for work. Sometimes I get on forums sometimes I don't I get so tired of computers and the BS that it drives me BSC sometimes. I work in the high end IT industry and we often are approached with problems such as this.
Now on fine tuning it so it would work with this, no frigging way! I think one of the only solutions to have this taken care of any quicker is a system such as http://www.shotspotter.com/ installed on the property, and then a quick dispatch team with local armed security. The problem with this is that he could have barricaded the door or something that they wouldn't have the explosive to open even with light weight det cord, then he would have had much more than the 10 minutes. I have used the system and it is amazing!
Disclaimer I am an engineer, so I do have some what of a leg up. I also know quite a large amount about weapons systems etc. Now what I am putting here is NOTHING that isn't available with just a quick DuckDuckGo/Google search.
I have a Dillion 1050 automatic press.
I also have a very high accuracy CNC mill and lathe.
With some raw materials none of which is ATF controlled or background checked. I could easily build 4-5 rifles and 5,000-10,000 rounds that were smaller and much more effective. I wouldn't have used bump stocks but built the rifles using something off of the M4, M249 type platform. If I was doing suppressed and wanted to be very destructive I would use a 300 blackout round. With full auto sears, selectors, and suppressors (much higher rate of fire that is somewhat quite)!
How long and how much money? I could do the builds in 3-5 days maximum if I wasn't in a hurry. The Ammo while watching TV, I can produce over 1,000 rounds an hour. If I was in a hurry I could do it in 24 hours or less and lay down far more fire than he did. The cost, depending on speed how done etc 800-20k. I could even rent a machine to do it if I wanted to.
Tell me how that bill would help with someone determined? I have the plans to build a very large amount of firearms that are already CAD/CAM'd. All I need is some steel, piano wire, and aluminum.
Now if the guy wanted to be a real ass what he would have done is built up 150-200 lb's of Tannerite. I can buy everything from CVS to do this and do it in an hour or two. Then put that down and shoot the damn thing with an air rifle at the entrance or where people were running. If I was going to kill myself anyway and didn't give a crap I would put much more in a car, pull it near the gate and set it. Makes a huge boom. There are options that could have been much more powerful than Tannerite detonation and he was already on the road to some of those.
He also could have used something like a .50 BMG and popped an aircraft on approach or take off from that location. That would have made a massive mess, much bigger than this. Do this with a few hours practice/training, M82-A1 20" barrel and in a very short time he could have set off 20-30 rounds at aircraft. These rounds will take up to a 737 down with correctly placed rounds when they are on approach or departure. I also have the capability to build this type of system up just would take me a day or two longer, but could be done from raw materials.
There are SO many more ways to do this MUCH cheaper than what he did, and with so many options as to what could have been worse. You can't legislate will away once someone like this puts their minds to it. Also metal detectors wouldn't have worked in a situation such as this as he has TIME to get just a couple of them up piece by piece, and the time to get the ammo up there.
