He's talking about protecting children from porn on the internet, not preventing adults from watching porn. Taking steps to protect kids I think is a very good idea. There's really not much detail about this though if I remember the story correctly. To me it was just a jumping off point for liberals to say Trump wants to shut down the internet and it makes a better headline.
