Also I have never heard of an instance where police send in and detonate a bomb via robot to end one of these scenarios

Because this apparently the first time it's been done in the US. Albeit US troops have been doing it in Iraq for awhile now (rigging bomb disposal robots with claymore mines and sending them around blind corners). Here's a great read about it.
