The sentence between the sirens points to a serious problem with how DRK sees this matter. He naively believes that only a *few* cops (e.g. "a few bad apples") pull this shit. The documented history of police corruption and abuse shows that a *culture* of bad behavior is likely to be endemic in a police force with little effective oversight. And that seems to have been the case with the CPD for decades.
Well-meaning rookies may come into the force thinking they are going to do things the "right"/legal way, only to be schooled by veterans on how they have to cut corners to make the numbers to get promoted. Idealist rookies may resist for a while, but eventually they realize that if they don't go along with the BS pulled by the veterans, they'll be on the outs and their career with stagnate. Or possibly worse.
