Drk.......in one post you say "you wouldn't understand until it happens in your city"......alluding to unless you live in Chicago, you can't comprehend these issues. With your next post...you put in a link showing how it's happening in a lot of major cities. So who really gets all this other than you Drk? I mean obviously you are the only person who understands all this.

"He's a typical Chicago teen male, no different than any other young man living in this city, facing some of the same challenges and trials and tribulations," Winters said in the vestibule of the two-flat.

Winters said she found reports of her nephew carrying a gun hard to believe and described his past brushes with the law as "small, minor incidents."

On Loury's Facebook page, friends called him by his nickname, "Polo." Photos of what appeared to be drugs and guns were mixed with occasional inspirational posts about bettering himself.

He frequently posted photos of his outfit of the day as well as new shoes, watches and distressed painted jeans. He also often referred to the Reese Money Gang or RMG, letters tattooed on his neck.

Some videos posted late last month showed Loury hanging out with friends, smoking and counting what appeared to be stacks of money. Loury also talked about having bigger plans for himself, writing, "Thinkin of A Master Plan."

The verdict is in and the CPD old school racist head-knockers ain't gonna be happy.

Chicago police task force recommends sweeping changes in department
    http://www.chicagotribune.com/news/l...413-story.html

    Acknowledge past racist history
The task force recommended that the department acknowledge its history of discrimination...
    Change core policing philosophy
...and that the city form what it called a Community Safety Oversight Board with a role in overseeing disciplinary systems and public outreach. The board recommended, too, that the department recommit to community policing as a "core philosophy." It said community policing programs had been undermined by a lack of funding and interest.
    Reform oversight
The task force recommended abolishing the Independent Police Review Authority, which investigates allegations of excessive force by officers, and replacing it with a Civilian Police Investigative Agency. This, however, would not be the first time that a political crisis led to changes at the police oversight organization; Lightfoot once headed the Office of Professional Standards, a body rebranded as IPRA in 2007 following a series of Police Department scandals.

The task force said the new agency would be more transparent and accountable and would have greater resources and authority to look into cases than the current body, which is known for investigations that take years and rarely lead to punishment for police officers. The head of the new agency would be named by the Community Safety Oversight Board, and the agency would have "powers to conduct prompt, unbiased and independent investigations."
Change police union contract regarding whistleblowing and internal affairs protocol
The task force wrote that the police union contracts add to the problems and contribute to a "code of silence" that protects bad officers. Negotiations over the next contracts, the task force wrote, should focus on removing current provisions that prevent people from filing anonymous complaints and force them to sign affidavits describing police misconduct before investigator look into complaints.

The next union contracts also should no longer give officers 24 hours after a shooting before submitting to interviews, time that could allow them to confer with colleagues. Police should also no longer be allowed to amend their statements after reviewing video or audio recordings, the task force wrote.

Police should also have access to a hotline where officers can anonymously report colleagues' misdeeds, the task force wrote..
Seems like a tall order. A *really* tall order.

DRK Star: Rahm created this "task force". It's a complete joke. I will post more later, about this.

I don't carry a weapon on me, usually, when I go into the city.

Also, that kid who got shot...he spent a year, the mom said, in the hospital. I can only imagine those bills.

I'm sure that she had excellent health coverage for him.....

Illinois police department gives up on body cameras because they're tired of people asking for videos

the costs associated with equipment, data storage and maintenance is pretty high, so imagine they now need to have a dept just to deal with video requests.

"It was revealed last year in a study that police equipped with body cameras reduced their use of force by around 50 per cent and complaints by the public against them dropped by almost 90 per cent.

Hmmm....could that mean that when people see that the officer has a body camera on, they dont start problems? And since they are being recorded and cant lie, and claim the officer beat them or called them something racist, complaints also dropped. You have to sign an affidavit that you are telling the truth. You could view this several ways.

In the trucking biz, some companies require the trucks to have dual-directional dashcams - one direction pointing forward, and the other backward into the cab. The thinking is that drivers are less likely to do stupid/dangerous things while driving because, as the saying goes, "the camera never lies".

Should commercial trucks be equipped with dash cams?
    http://www.truckaccidentattorneysrou...h-cams-trucks/

But some drivers still forget this. And their damning activity is caught on camera.

Truck driver ‘was looking at pictures of women on Facebook’ when he crashed into emergency vehicles, killing police officer
    http://www.dailymail.co.uk/news/arti...e-officer.html

And I'm sure the same notions apply to policing. 'Cause we've seen videos of cops doing stupid shit during traffic stops that was caught on their dashcams.

P.S. Your logic is twisted and reveals your bias towards the police, something that dimishes your credibility on this subject.

P.P.S. Regarding my potential bias: One of my cousins who I respected was a cop, and one of my nephews, who I also respect, is a cop. And the latter is almost finished with completing training to be a MA state trooper.

    Sysop,

That is the entire point of my message. We dont know the TRUE facts either way. You can look at it both ways.

There are some ways to determine, however, if complaints have a tendency to be garbage, when people do not realize they are being recorded, or the actions of both parties are being investigated.

Those are typically situations where the "complaint" is investigated, based on evidence and testimony. IPRA normally handles those. They determined that MOST of these complaints (sometimes as high as 95% of them) were junk. My brother has tons of complaints that were filed against him by people. He also proved he couldnt have possibly done what the persons said he did because: 1. He wasnt signed in to work that weekend. 2. He was 4 hours away, with me and my family. 3. He provided receipts showing where he shopped, in that area.

People file complaints because they KNOW that the city will just pay them their lawsuits, and even if the person is lying, no harm/fine/punishment will come to them for lying. Wouldnt you possibly want to take advantage of that free roll?

You have to have a better understanding of just how fucked up this entire system is. Im not saying the CPD is innocent. Im saying that the system blows ass, and yet people with motives use it and bend/break/twist/straight-up fucking mangle the truth, to suit their agenda.

I definitely want body cameras though. Im not sure how they will be paid for. It will be very expensive, and the city isnt paying for many, many things now.

The FIRST thing I would do, if my client got arrested for something is ask for the body cam video.

Now, lets say these cheap pieces of shit, that were purchased from some former cop's company, through shady backroom deals with the mayor, werent working well. (they wont be perfect).

    I will request the video.

OH.....you say the video doesnt exist?! Well.....then I demand my client be released!!

But sir, we saw the defendant punch the woman in the face. He was then arrested.

OH...but do you have it on camera?

Well, no. The shitty camera failed.

Judge, I demand my client be released

(BLM, Liberal Judge): <slaps felon on the wrist> Have a good day sir.

they don't have to, too many people are asking for videos, so they just started smashing their heads into wall because their life is so bad they gotta go get 'another video'

cop: throw all this video shit in the "garbage"

For anyone who still hasnt figured this out, even after I have posted it numerous times:

There will be a small amount of shitty cops out there (this, sadly, will only increase in Chicago).

I want to see them punished/retrained/improve.

I do not want shitty cops out on the street.

That being said, I will have a slight bias over any cop's actions, when he is engaging with people who are being approached/arrested/shot at by police.

Police, im going to speculate here, will LIKELY not be arresting/approaching/shooting at, innocent people.

They will normally be approaching/arresting/shooting at, people who are likely BREAKING THE LAW.

In any situation where these two parties (COP, who is highly likely to be a GOOD, law abiding person VS. Someone likely in this scenario, to be breaking some type of law), Im going to tend to side with the Police.

If the police turn out to be bad, punish the fuck out of them.

If the other person turns out to be bad, you better side with the police not place blame on anyone else but the person committing the crime. No blaming the city, the weather, the big bad scary police man they ran from because they were afraid they would be shot, the mayor, the welfare checks being late, the system, etc. The person is guilty, then punish him and get him the fuck out of society's way. In jail, full term, no early release, no ankle bracelet. Rehab him in jail, and help him, so he doesnt break any future laws. Accountability. This city allows everyone to just blame everyone else for their shitty behavior, and the police are the biggest target, thanks to Obama and Rahm and BLM and Jesse, pointing fingers at them.
