If a few months pass and nobody is paid, then I would call it a scam, but I doubt that will happen.
In fact, while PLOL wasn't told that he was funding a drug habit, he also was never promised anything where the money was going. It was more along the lines of, "Hey buddy, I am in a bad spot, can you lend me money?", and PLOL said yes.
I would call it a scam if Willie lied about the purpose of the money, such as, "Hey, I am really sick and can't pay for my doctor's visit, can you spot me $250?" But he didn't do that. He just didn't specify why he needed it.
I would be surprised if Willie still owes anyone by the end of December.

There has been absolutely no sign whatsoever that Willie did not plan on paying back PLOP. That and only that would constitute a rolling.
Just in case for some reason you have not absorbed the chain of events, it went down like this...
Willie created a thread saying he is addicted to heroin.
PLOP comes in late and says something to the effect of "Holy shit!!! Didn't know I was lending you money for a drug habit. Please pay me back ASAP. Also, how much money do you owe others".
He was then called out for having bad form considering to this point Willie had done nothing wrong and this should have been sent via PM.
PLOP deleted the post within minutes.
Willie responded to it anyway (when he didn't need to), admitted he owed PLOP money and said he would pay as soon as possible.
PLOP then said all good, hope you get better.
Then a little bitch fest started between the two about the vig PLOP was charging Willie.
PLOP tried to play the high and mighty card and said something to the effect of "I was hoping I would never have to post here anymore, but since I came off like a dick earlier, forget it, you don't owe me anything now, and if you still insist on paying me donate it to a suicide prevention charity for homosexuals".
Willie offers the money instead to a freeroll here, and that is where shit stands now.

Personally I don't agree with the donation to a freeroll at all. Honestly it's almost on par with PLOP stating he doesn't want the money anymore and to donate it to the charity. It's kind of a gracious move but at the same time very douchey. If I were Willie I would still send the money to PLOP (juice included) regardless if he wants it or not. Again though, in no way does any of this constitute a rolling or a scam of any sort, and if you still think it does you clearly need to look up the definition of a scam.
