Have kids always been this stupid? Because this is very, very stupid. A nineteen-year-old named Logan Douglas Shaulis in Somerset, Pennsylvania closed down a state road using flares, and then stopped and questioned drivers as they passed, according to police. Of course he was allegedly also very drunk when he did this.

State police in Somerset said a driver called 911 at 3:20 a.m., reporting he was stopped along state Route 601 in Lincoln Township by a man who identified himself as Steve Rogers, a member of the state police drug and alcohol division.
The alleged cop, dressed in plain clothes and driving a vehicle with flashing blue lights, asked the motorist for a driver's license, and vehicle registration and insurance cards, troopers said.
