I'm a little confused by WBAI

This stock is on the short list for Carson Block for a while now. China shut down the sales of the website, and I'm thinking this is a scam like Carson Block. Yet, the stock is up 21.5% today? This is begging to be shorted I think, but I'm not really in the short market. I can't really figure out why exactly it's up so much today.
