Lock figures that the vocal players will be the ones to e-mail Shane (and are more likely to report cashout success and/or stop complaining about continued delays), while the quieter players are assumed to be willing to suffer in silence, so they get last priority.
Otherwise, what possible reason could there be to require certain players waiting for almost 5 months to have to e-mail Shane in order to get "in the next batch"?
