I'll admit that I am in and out these days but I did catch that post and thought it a bit odd.

I admit the Lannister situation is suspicious, especially since jsearles admits to knowing him and seemed to care that he got banned. (jsearles e-mailed me about it.)
They do have two different home IPs, and the Facebook page checks out, so I believe Lannister is a real, separate person.
Does he alllow jsearles to use his account sometimes? Maybe. I also wouldn't be surprised if they hang out and jsearles posts from his house.
I will say that I didn't think Lannister was a bad poster, from what I had seen thus far.

Both of them have separate and distinct IPs from the same ISP in the same city.
You can say that perhaps jsearles is changing his IP regularly (which is possible, though I don't think he's technical enough to do it), but he is always on the same one, which would be impossible from the same house unless he actually subscribed twice to internet service in the same house, which would be LOL if he did this just to access PFA.
I guess it's possible that one IP is jsearles' home and one is his workplace, but Lannister also has a Facebook page that appears to be legit, and isn't jsearles'.
I think it's much more likely that the two are friends, and jsearles posts on the account sometimes when he's with the guy.

You are correct that MWH grew up in a nearby area, though he was south of KC, and you are north. He grew up about 60 miles from where you are now.

I mostly decided to become active because I know there is a bunch of Game of Thrones fans on here and the new season is about to start. Also, I recently finished the books and was wanting to discuss them with people as well. Then a post here and there and I figured I might as well just join in.
I'm not sure how IP's work and where they resolve to and what not but I can tell you that JSearles does not live in my city. He lives about 30 minutes away. It could be possible that he uses the same internet provider that I do, which covers my city and a ton of other neighboring cities.
