I think this is a BAD idea- building a federal detention facility in a swamp type area. Wetlands and/or swamp area dont make good building foundation. You also have to consider the roads, getting supplies (logistics) in, all kinds of supplies and needs for the new federal employees and/or contractors, let alone the mosquitos. I know its "cute" to have alligators to intimidate any escapees, but they can do better.
Same with Trump wanting to re-open Alcatraz in the SF bay area, horrible and expensive idea. Still to Texas, its centrally located and the desert land is cheap to acquire and build on.
