No such thing as escalation with terrorists. They don't think like we do.
If they could press a button and kill every Jew today, they would.
The worst thing you can do with terror groups is make nice with them, and hope they will respond in kind. They won't. They'll take it as weakness and see complacency, and get stronger. This exact approach was taken with al-Qaeda in the '90s, when Osama bin Laden was getting increasingly aggressive. Clinton didn't want to "escalate" or get us involved in a major military offensive, so he just fired a few rockets at their base and called it a day. In turn, they saw weakness and planned 9/11.
This pager (and now radio) attack is great because:
1) It killed/hurt/maimed terrorists with little collateral damage -- something EXTREMELY difficult to do, given their love of human shields
2) It disrupted their communications
3) It has made them paranoid to use any electronic device going forward
The way you beat terrorists is to kill them. And if you can't kill them all, the secondary way to beat them is to make them feel fearful, demoralized and destined for failure. Terrorists don't fear death, but they do fear a death which didn't accomplish their goals.
