Thirty years ago we gave our word to the russians there would be no eastward expansion of NATO if they allowed the Soviet Union to break apart. We never lived up to our promise. Albania, Bulgaria, Croatia, Czech Republic, Latvia, Lithuania, Romania, Poland all joined NATO.

The NATO Secretary General, Manfred Worner, made a speech in Brussells in 1990 saying "The fact that we are ready not to place a NATO army outside of German territory gives the Soviet Union a firm security guarantee."
