I think you've been watching too many war movies or something (The Seige??). Plenty of other things the president can implement before ML. In any case, the mayor is obviously not doing his job and losing control. Something needs to be done. Chicago is the hub for drugs and gang activity coming in from Mexico, and is affecting many other areas in the midwest because of it. shit isn't getting any better. Dont be mad because he is energetic and ambitious to solve problems like this.

No. I'm talking about federal assistance of all kinds, from disaster relief, to pollution cleanup, to sewers, to parks, and law enforcement. The Federal government creates programs, city, county and state governments apply to those programs, and are then granted assistance. For constitutional reasons, the initiative has to come from the state.
The fact that it's a tweet is ridiculous. The 140 character limit is perfect for people who have a short attention span and don't like getting into details. It's fucking insane for a President to make serious policy statements with it, because we can't possibly know what he actually means. Apparently the tweet went out 5 minutes after Bill OReily had a segment on the violence in Chicago. Instead of yelling at the TV like other 70 year old men, Trump threatens unconstitutional federal actions.

He could send 500 FBI agents into Chicago, but they don't have any jurisdiction over the crimes he's talking about. I don't think Trump actually knows the difference between state and federal crimes.
