Increase police presence in these areas, dial down the tolerance for any crime, and lock up the worst and repeat offenders for longer. It's amazing how quickly things will suddenly fall into line.
The fact is that most people in poor neighborhoods are law-abiding and just want to live in peace.
Ever since the beginning of the war on police by Obama and friends (known as "The Ferguson Effect"), crime has spiked up in major US cities, with the trend continuing that way. This was after 23 straight years of decreased crime.
Trump is correct to want to take action.
Trump having his cabinet look over scientific facts before they are allowed to be released just in case real facts do not agree with his alternative facts is one of the sickest things I can think of.... why does a banker, or a lawyer have the final say on what scientific research is allowed to be released.... that's like asking my plumber to review my blood work and giving them the final say as to whether I get to see the results. It was a follow up to "Hoop Dreams" the documenty that followed two kids from the high school Isiah Thomas went to. Took 8 years to film. (Think "Boyhood" except it was interesting).
Loved the movie.
Looking back it seems the Chicago gangs gave the athletes a pass and I guess cash for shoes & gear too.
The only problem in Chicago is the old school housing projects got demolished and the gangs were scattered. The Capos were separated from the soldiers. Discipline and the code of honor were lost.
