Yes, there is a mandate to keep Congress abreast of investigations.
However.
What I didnt know is that the Just Department has very clear cut and official policies regarding avoiding disclosures that could be politically sensitive within 60 days of an election. Its not just some wink wink nudge nudge suggestion. It's policy, and it exists for extremely good reasons.
Comey knew about that policy. He was advised of it, again, when he broached the topic of sending an official update to Congress.
And he willfully went against that policy because he was scared that after the election, he would be accused of being involved in Trump's "rigging" fantasy narrative. In short; he didnt even send the letter for political reasons, he sent it because he felt Trump's rederick would paint him in an unkind light and people would simply be too stupid to understand why the policy to avoid disclosure exists.
