This is false, but it does raise some questions.
Wisconsin has 3.68 million registered voters (not 3.1 million like the tweet claims).
However, about 3.3 million votes were cast in Wisconsin, which is an eye-popping 89% pahticipation rate. And that's pretty damn high. Hmmmm...
