This is true, but this is the fault of corrupt local governments.
Any city/county government could reject Walmart's presence if they wanted. They have the right to dictate the size of new businesses coming to the area.
Unfortunately, most local governments are corrupt, and bribery is pretty much the norm. There is little oversight or examination of these governments (unlike state and federal governments, where outsiders are watching), so local officials tend to trade favors, contracts, and approvals for cash. Even when the local powers-that-be aren't enriching themselves, they will alternately choose to enrich the city instead, requiring all kinds of high fees and taxes for these large businesses to move in. The city government gets rich, while the small business owners in the town go broke.
This isn't something you can really blame on any political party. You also can't blame Walmart itself, as it's just a business looking out for its own best interests.
