What they really mean is, "Antifa doesn't have any central organizing body, and it's more of a loose collective of agitators."
Which is true, but that doesn't make it any less dangerous or problematic. The left likes to pretend that Antifa's lack of central direction means it's not anything to worry about.

The actual scope of the violence even in Portland is contained to a small area. The federal agents Trump sent there have made the problem worse, not better, and are inciting sympathy protests in other cities that were mostly calming down. Trump sent them there to make it look like cities are "under siege" and only he can save them. Trump thinks seeing violence on the news every night will help him in November, but it is hurting him. You can always find examples of people who have been hurt or killed and people who have broken the law. Trump and the right wing hate media have lied in saying that represents the protesters in general, when it is a tiny minority of them. Once again, they are lying to you.
The Republicans are so insane and so incapable of running the country for the benefit of the larger population that they have to whip up fear, anger and hatred to get votes. They need a boogeyman, and the boogeyman of the moment is Antifa. I'd surprised if they had more than 10k active members. More than 10 million non-antifa members have been protesting. That's about 1 in 1000.
