That's quite a series of events over a fake twenty? A guy decides to essentially end his life with a lethal of dose of fentanyl over a possible fraud/drug charge.

Not knowing the arrested has minutes to live police make sure of it by kneeling on his neck.

And again, you must understand the drug that you suggest was the culprit.
An overdose is an overdose, there's no fighting, no begging, no talking, you are out and are no threat to any human.
