Casinos break promises all the time.
You thought you had a comped room, free food, etc. but at checkout they decide to bill you for everything because you didn't lose enough money. There are plenty of cases where casinos have fucked over players on comps. This is a very good motive that police didn't want to focus on.

Regarding casinos, yes, they break promises and are often incompetent. I talk about that all the time. However, many gamblers are also delusional regarding what comps they think they're entitled to.

In general, it's never good to charge large amounts back to your room and assume you'll be comped on the back end, unless you know from past history that it very likely will. Otherwise you may get a nasty surprise at the end.

Whether it’s incompetence or because they think people won’t notice, MGM’s computer system is set up to screw people out of comps. I got an offer for some free nights at Aria and it came with free play and $150 F&B credit. The first food I happened to charge to my room was a $7 slice of pizza from the pizza place near the sports book. Then when I went to check out (never use automated check out, always inspect your bill first), only the $7 was comped and $143 unused. The desk told me that’s the way their computer does it, the first thing you charge is taken off. So obv I demanded another $143 worth of F&B be taken off and she did it right away. How many people check out and accept the charges without noticing? LMAO
