Perhaps the most surprising piece of video I'd seen when this thing first really got going was from GDub.

The gist is that obv Bush was hyper-vigilant about national defense after 2001, not surprisingly. In his second term, he read some book about the Spanish flu, recognized that this is a thing that happens every x amount of years with no warning, and got obsessed with it for a while. He recognized that the only shot you have is to be prepared and act quickly once it happens, so he set is people on making plans and funding resources, etc. I have no idea if he got the funding he was looking for, or even a portion of it, or what happened to these plans, etc. Might be worth looking into, but not me, not tonight anyway.
