The proposed 1200 is a prepaid 2020 tax credit which will come due next April. It’s not free money it’s a one time payday loan.
The “real” part of the bill is a 400B slush fund that gets allocated to the Sec of the treasury. They don’t have to run any loans by anyone and Trump can decide to give it to whoever they want. Per the terms they don’t have to report on anyone who gets a loan for 6 months. It’s literaly a slush fund for corporations and Trump can do whatever the fuck he wants with it and not have to tell anyone what he’s doing with the cash.
Nothing is included to prohibit using the $$ for stock buybacks. There is a cap for executive bonuses at 200% of last year. So if you got a 5M bonus last year you could still get one for $10M if your company took a loan.
