That's a suicide smock. When you're arrested, they ask you if you feel like hurting yourself. If you answer yes (or if they believe for any other reason that you may try to hels yourself), they take every piece of clothing you have and give you this rip-proof, hang-yourself-proof garment. Garrett claimed that they gave everybody one when they get booked into Volusia county jail but a quick glance at 100-some odd OTHER mugshots from said county produced exactly ZERO mugshots of people wearing suicide smocks.
