BRASCIA convinced HAIM that it was normal for older men to have sex with younger boys. FELDMAN confirmed that in his book. I think BRASCIA and HAIM had an initial "consensual" sexual encounter [with as much "consent" as a 14-year-old can give], then HAIM realized it was wrong and BRASCIA tried to pursue it further, until HAIM's mom had to pull him off of her son.

The problem is that pedos go through great effort to get jobs where they work with kids, thus giving them access and trust.

Unfortunately, Hollywood has many such jobs, including kids' talent agents, director/producer of movies starring kids, assistants to child actors, etc.

This allows them to hide in plain sight.

Hollywood is also the perfect environment for pedos in "power" to thrive because it's such an industry of nepotism. If you piss off the wrong people, your career is absolutely fucked, and if you make the right people happy, you can get fast-tracked to success. So many people who get sexually harassed/molsted/abused just keep their mouths shut, fearing speaking up would ruin everything they have built. There's also the feeling that no one will believe you, if you're accusing a highly-regarded, high-profile name.

This might finally be changing, though. Even when this hysteria of outing Hollywood pervs dies down, it will basically be standard that the media will pick up on any accusation of sexual impropriety, so I think a lot of these pervs/pedos are going to think twice before abusing people.
