Many states have a 4 year rule, making it legal for an 18 year old to have sex with a 14 year old. Pennsylvania actually lowered it's age of consent in 1995 from 18 to 16. Which is what it is today.
I don't think it's been legal for an adult to have sex with a 14 year old in any state for a very long time.
