4) C&C should establish wifi and cell phone coverage, and work to expand that coverage in expanding rings, the size of which are dictated by power needs.
5) A continuous supply of fresh water and MREs should be provided and delivered to impacted areas.
6) Tents should be erected where displaced families can seek shelter.
