The levees were not of wide concern prior to Katrina. The common narrative from everyone at the time was that Kartrina would hit land as a Category 5, drench the city, and much of it would flood due to being mostly below sea level.

That's not what happened.

Katrina was actually far more mild than expected when it hit land. The levees caused the problem, but almost no one was talking about it prior to when it actually occurred.

I'm not saying that NO ONE discussed the levees, but in the endless news coverage I saw of Katrina prior to it hitting, none of the "experts" expressed concern about the levees.

I am not being partisan here. I have admitted that Michael Brown was a crappy appointee, and that Bush was foolish to praise him.

But anyone who rests most of the Katrina blame at the feet of anyone besides Ray Nagin is simply delusional or uninformed. Nagin was one of the most corrupt and incompetent major politicians of recent times, and he actually later went to prison.

I'm sorry that I'm ruining one of the most commonly incorrect Bush-bashing points.

Druff, the evening before Katrina hit, I was sitting in a bar in Wildwood, New Jersey, talking with some other patrons about Katrina and it's potential impact on New Orleans, and I mentioned how I had read how some scientists who were being ignored by the Army Corp of Engineers (ACE) were predicting that the levees could fail in the event of a bad hurricane, but that the bureaucrats at the ACE self-assuredly called such warnings "alarmist".

Just because "the experts" you remember seeing on the news never made such warnings doesn't mean that some credible experts weren't doing so. They just weren't getting airtime on news programs immediately beforehand. That's because most news programs covering the lead-up to such events almost always ask the experts working for or associated with the government at that time. And only after those experts are shown to have been not so expertly informed about the risks are outsiders to the bureaucracies given much attention by the press as a kind of post mortem to how the bureaucrats massively failed in their duties to avert unnecessary disaster. The "unexpected" failure of the levees is a perfect example. Here's another one you might remember.

It's not political to state that poor handling of hurricane readiness and evacuations are primarily the fault of local and state governments. In fact, it's more likely Republicans in Texas are the ones at fault for this. (I haven't looked into the state/local officials in this case, but I assume they are more likely to be Republican.)

It just always irritates me where people blame the President or the federal government for local/state failures.
