In my investigation I can definitively clear Franken and I can definitively declare PLOL's a douchebag.
There's audio of said chapter narrated by Franken himself and the phone call part is not serious but by itself it's not totally clear. The rest of the chapter is about Franken calling out the Bush admin and various Pundits for spinning and refusing to have a proper investigation into 911 and all kinds of other shady shit.
Franken really held the Bush admins feet to the fire, ffs look at Druff taking pot shots at him. So yeah I'm now a Franken supporter, here's that chapter it's a nice recap of how shady Bush was about 911. Part 2 is where the Jew call part is referenced.

And to help you understand why your interpretation his mannerisms are wrong, I several effeminate males in high school and college who were straight. It just happened to be that they raised by single/divorced mothers for most of the formative years, and either no siblings or only older sisters, and picked up their speech and physical movement mannerisms. And they weren't in the closet about their sexuality. They genuinely were straight, not closeted.
The one at college was a lothario of sorts with a string of hot girlfriends, which amazed us because we didn't understand why women were attracted to him. Turns out his game was to be friends with them, then swoop in when they having relationship problems, be comforting shoulder, then bed them to shown how they "deserved to be treated better. The amazing part was thst he was able to break out of the "friend zone". The trick was to mot stay in it too long, and make his move at their emotionally weakest point. His effeminate nature helped him seem like a safe shoulder to cry on. Only after he scored and got bored with them did they realize that he was a cad.
P.S. Yes, Lurkwad. It's a true story. I must add that with one girl he didn't get bored with and stayed with for a time even though, but eventually cheated on her with a good friend of hers. Apparently because she was a bit inhibited in bed, including not allowing him to touch the hair on her head, which she regularly had done up/spent a lot of time grooming, and didn't like it to get mussed up, while that girlfriend was a total freak in bed. Or so he said. We would have doubted his stories except we could often hear him and these girls going at in his dorm room down the hall.
