The UFC allows PPV highlights internationally as countries in Europe, Canada, Asia etc., their cable networks over there have a deal with the UFC to buy the packages in bulk on regular cable TV in those regions to maximize the amount of "eyes" on the UFC in those emerging markets. That's why when you watch a 3rd party stream of UFC PPVs, its quite often a re-aggregate of a TV network over in the UK like BT Sport.
Also, for most of these regions, when the UFC is on - it's literally in the buttfuck of the A.M....PPV isn't even a worthy viable option, and I don't even think some EU rules even allow it.
Of course, the UFC/Zuffa are Nazis when it comes to highlights being accessed in the United States or on social media like Twitter.
