Thing is 10% in charitable grants doesn't actually mean that only 10% went to charity. For smaller foundations grants are often the entire charitable work they do but much rarely so with bigger foundations/charities. With propaganda you don't really want to lie too much when you can paint the picture you want by using mostly true statements and figures. In the lower chart the grants=charity is only thing that is false and the upper chart is trying to drive that point through.

I mean it's possible that the person that made the fancy charts with almost truthful headlines is just too stupid to live and in no way is trying to misinform anyone but i doubt it.
